Initially, he was a self-taught artist. This was followed by training at the private painting school David Kohn and Anton Hlaváček. In 1914, he made his debut at the Reininghausen-Wettbewerb (Reininghausen Competition) with a sunny landscape - a theme that shaped his work throughout his life; he repeatedly painted landscapes with bright skies from the area around Vienna, Alpine and travel motifs, as well as still lifes and portraits. As a co-founder of the Wiener Kunstschau (Vienna Art Show), as a member of the Hagenbund, the Secession and the Künstlerhaus, and as a close friend of Egon Schiele, Fischer was a fixture in the Vienna art scene. From 1915 onwards, he took a series of portrait photographs of Schiele. In 1937, Fischer received the Austrian State Prize; little later, his pictures were exhibited in the Nazis' "Entartete Kunst" (Degenerate Art) exhibition. This was followed by a ban on painting until 1945.
