Jules Achille Noël is among the most significant "peintres marines" of the 19th century. Time and again he captures the coastel cities, the harbours, the ships, the sea and the fishermen along the English Channel in his light-filled paintings. His vividly coloured pictures were often compared to the works of Eugène Boudin and Johan Jongkind, although he didn't share their development to impressionism in the same way to the end. Among his masterly performancees are a few large-scale panoramic views like "Vue panoramique de la ville de Dieppe". In this chief work Noël does not only manage a topographicly outstanding depiction of the city of Dieppe in the year 1867. In fact this large size distinguishes itself through the masterly caption of the atmosphere of a stormy day on the English Channel. A very similar panoramic view with numerous staffages in the foreground, seen from the same high-lying point of view of the rocky shore, can be found in the Musée de Dieppe.
